The ERCB is the lead regulatory agency for the upstream oil and gas industry in the province of Alberta. Alberta's Energy Resources Conservation Board (ERCB) is an independent, quasi-judicial agency of the Government of Alberta. Its mission is to ensure that the discovery, development, and delivery of Alberta's energy resources and utilities services takes place in a manner that is fair, responsible, and in the public interest. The ERCB regulates the safe, responsible, and efficient development of Alberta's energy resources (oil, natural gas, oil sands, coal, and electrical energy) and the pipelines and transmission lines to move the resources to market. The systems set by the ERBC ensure that appropriate emergency response plans (ERPs) are available and ready to respond to incidents which may present a hazard to either the environment or the surrounding public. Directive 71 consists of the Emergency Preparedness and Response Requirements for the Petroleum Industry as written by the Energy Resource Conservation Board of Alberta. These requirements ensure that appropriate emergency response plans are in place, there is an effective level of preparedness and that there is the capability to carry out an effective emergency response to incidents. |
