Emergency Response Plans

All entities involved in the exploration and production of oil and gas are required by specific legislation to establish and maintain an Emergency Response Plan ("ERP"). Black Gold is a full service ERP development company that has knowledge and experience working within the various regulatory requirements relevant to oil and gas producers. Black Gold successfully applies its expertise and technology to effectively guide clients through these regulations. Black Gold knows the rules and develops the appropriate corporate, drilling and site specific documents.

Black Gold's core service offering is emergency preparedness for oil and gas producers, which provides readiness for incidents such as fire, spills, leaks, explosions, floods and other natural disasters. Our ERP will meet all regulatory requirements and establishes procedures and action plans designed to protect all stakeholders (i.e. the licensee, its employees, government agencies, and most importantly, residents in the potentially affected area).

In a typical ERP engagement Black Gold will initially facilitate the construction of the core ERP document. Then we will complete the relevant hydrogen sulphide release rate calculations, the technical modelling which will extrapolate the release rate calculations to determine the special zone or area which could be effected by an incident. We then prepare the mapping required to support the ERP. We also offer document flexibility to accommodate any changes in company operations.

ERPs are intended to protect the public in areas surrounding oil and gas activities, and address public and facility protection. Black Gold ensures that all emergency responders and stakeholders have a clear plan of action. We deem our products to be one of the highest quality products available in the marketplace.


ERP Maintenance Requirements
Existing ERPs must be reviewed and updated on a semi-annual basis, with changes made to ensure that the information remains accurate. Updates could be triggered by some or all of the following:

 
  • new mapping information—a small map of the affected area showing the changes would be acceptable for a period of one year,
  • new resident information,
  • any changes to response staff information or response capabilities, and
  • facility additions such as well or pipeline tie-ins.

 

It is required by legislation that the ERPs and any updates that are instrumental to implementing the ERP must be distributed by the licensee to all required plan holders (i.e. those entities and persons who will be implementing the plans, such as company personnel, government agencies, contractors, etc.). If necessary, Black Gold can distribute the ERPs to the plan holders on behalf of the licensee (i.e. client).

The licensee is expected to update its approved site-specific drilling and/or completion ERP with information about on- and off-site emergency response team personnel prior to commencing drilling operations.
