Relevant legislation requires that a public consultation process be undertaken along with the preparation of all ERPs. Black Gold's public consultation experience includes communication about existing and proposed projects for oil and gas production, drilling and completion activities. Black Gold conducts public consultation with supporting documentation at any level of detail. Our public consultation specialists (i.e. the Field Consultant Team) are experienced in managing stakeholder consultation programs, conducting resident visits and facilitating open houses. We explain the hazards in an open manner and share an understanding with the stakeholders by listening carefully. Black Gold makes sure that our staff who interact with the public on behalf of the client are strong communicators, comfortable interacting with the public, and able to demonstrate integrity in the public processes. By communicating consistently and demonstrating respect, responsiveness and integrity, people will see this as a reflection of the client's style and commitment. Most importantly, an effective public consultation program will identify the concerns that residents may have with a particular project. Success in a public consultation program is measured by the client's ability to respond effectively to public concerns and by developing effective public protection measures incorporated into a thorough and well written emergency response plan. Public Consultation Requirements
Regardless of whether residents wish to meet with the licensee, the licensee is expected to provide an updated public information package to each residence. Such public information package can be prepared by Black Gold. Some licensees may decide to send out an updated public information package every year depending on changes in the area. Although a public consultation process is usually performed in conjunction with an ERP, this product can also be provided as a stand-alone service by Black Gold. Some larger licensees who might prepare their ERPs in-house may not have the manpower or expertise to perform public consultation programs, as this requires a significant time commitment including site specific travel. Also, there are public consultations programs which are required to be undertaken by oil and gas producers outside of the ERP process. |
