Rapid Emergency Notification & Communication System ("EMA")
Black Gold has partnered with a leading communications technology company that has a web-based telecommunications product (Enhanced Messaging Application - EMA) enabling a user to immediately send multiple messages to stakeholders in the event of an incident. It has the capability to send rapid broadcast voice, text to speech, text messages, and e-mail messages to stakeholders (i.e. licensee, local residents, and government agencies). The instantaneous web based reporting capabilities of the technology allow clients to respond more efficiently during an emergency, within the notification requirements.

Emergency Notification Requirements
If a sour gas or high vapour product (HVP) release has the potential to impact areas beyond the lease, facility boundary, or pipeline right-of-way, the licensee must notify:

 
  • the appropriate energy/regulatory authority,
  • RCMP/police
  • the public in the response zones that are within the emergency planning zone ("EPZ")
  • individuals within the EPZ that have requested early notification and wish to voluntarily evacuate, and the local authority and Regional Health Authority.

 

All of the above must be expedited within an extremely short time period (preferably minutes). Although licensees must demonstrate the capability to effectively communicate with stakeholders, Black Gold believes that many do not actually have this capability (i.e. either a similar automated system or the manpower to perform such a task effectively).
An EMA subscriber would have to populate the database with a complete list of all the stakeholders along with current contact information. The maintenance and compilation of such a contact list can be done in conjunction with the public consultation program, should such program be requested by a client.

Use of this communication system is not restricted to emergency notification, but could be applied to any use where communication to multiple persons/entities is made (such as important business continuity announcements to company staff which need to be communicated quickly).
